It is the only building on the city grid that cannot be sold or deleted. All buildings except decorations and some Special Buildings have to be connected to the Town Hall via roads. If all of your quests are ones you're unable to complete, you're definitely not going to be receiving any new quests either.The Town Hall is the main building of the town. Of course, this is assuming you're still completing quests (or have an open quest slot you can abort from) as well. I don't think anyone's really taken a close look at the quest flow for FoE though because there's too many moving parts for a single person so all you can really do, if you're interested in receiving more advanced units, is continue progressing in the hope that a quest appears eventually. For instance, depending on whether you negotiate or battle for a sector/province, you may receive one of two completely different quests or even none at all depending on the choices you make. In your case, it's simply that you haven't reached the next quest that rewards units, either due to not progressing far enough or possibly also due to completely skipping some quests because, as Maximus pointed out, some quests only appear if you progress a certain way through the map. It's just that some quests reward units, and some of these quests are able to be accessed and completed at a point where the units are well above the age of the player receiving them. There isn't really any delivery system for units from quests.
